Capturing Baseline Data on Outcomes with a Goal of Program Improvement


Institutional  Profile

The University of Louisville, College of Education and Human Development and its teacher education programs are accredited by the National Council for Accreditation of Teacher Education (NCATE). This accreditation includes the initial teacher preparation and the advanced levels of professional education programs.

The theme, Shaping Tomorrow: Ideas to Action, provides the groundwork for the University of Louisville 2007 Conceptual Framework. It represents the unification and intensification of past College conceptual frameworks and aligns with the University mission, the College vision and mission, and the University’s Quality Enhancement Plan developed for the Southern Association of Colleges and Schools (SACS).

Programs include:

  • Masters of Arts in Teaching (MAT): Health and Physical Education, Art Education, Early Elementary Education, Interdisciplinary Early Childhood Education, Middle School Education, Music Education, Secondary or Foreign Language Education, Special Education (Learning and Behavior Disorders and Moderate and Severe Disabilities)
  • Masters of Science (MS): Exercise Physiology, Sport Administration, Human Resource Education, Communication Disorders
  • Masters of Arts (MA): Higher Education
  • Masters of Education (MED): Counseling & Personnel Services, Community Health, Educational Administration, Instructional Technology, Reading Education, Special Education, Teacher Leadership
  • Doctor of Philosophy (PhD): Counseling & Personnel Services, Educational Leadership and Organization Development, Curriculum & Instruction

Key Challenges

CEHD requires Hallmark Assessment Tasks (HATs) across all programs within the college. Hallmarks serve as the baseline assessments for programs to capture student performance data in LiveText. Each Hallmark uses a rubric which is aligned with program outcomes/standards. In addition to Hallmark Assessments, programs focusing on educator preparation programs complete many of their 10 Unit Key Assessments that are common across the unit within LiveText.

CEHD had several challenges including:

  • Finding an integrated assessment and accountability solutions that worked for diverse programs in the college.
  • Ensuring that the education preparation programs have common assessments to capture unit-wide data.
  • Continuous tracking of candidate performance throughout a program.


LiveText allows the University of Louisville a student performance snapshot on key unit assessments based on outcomes/standards.

CEHD uses Hallmark Assessment Tasks (HATs) across all of the departments within the college to ensure that there are baseline data being captured for the annual student learning outcomes (SLO) reports provided to the Office of the Provost and Institutional Effectiveness. The SLO process and the use of Hallmarks in LiveText ensure that every program is examining student performance in reference to specific program standards/outcomes with a goal toward program improvement.

With the ability to apply a rubric across multiple courses through LiveText, the college can now ensure that programs have common assessments in order to capture data on educator preparation programs. As the advanced programs in the educator preparation unit are so diverse, it has been critical to be able to apply common advanced program rubrics to courses from multiple disciplines in order to capture program and unit level data on student performance.

LiveText’s student progress reports will now allow for program faculty to see a snapshot of how well a student is performing on key unit assessments based on outcomes/standards. The program’s faculty and P-12 partners have strategically designed rubrics to ensure that a student progress report clearly provides data on unit key assessments and also baseline course assessments with the ability to dierentiate between the two.
